Since its inception in 1954, the Soil and Water Conservation District, St. Louis County Missouri (SWCD) has been a source of technical assistance and guidance to protect, develop and wisely use soil, water and other natural resources. Although formed primarily to offer assistance to the county’s agricultural producers, in recent years the SWCD has been focusing its technical expertise and assistance on methods to help urban homeowners, subdivision trustees, municipal and county officials, engineers, developers, planners and teachers.

The SWCD covers a large predominantly urban area that is the most densely populated and developed region in the state. The area is divided into ninety-two municipalities within the unincorporated sections of the county. The primary land uses are as follows: residential, recreational, commercial, industrial and transportation. Approximately ninety-five percent of the county is urban in design with less than one percent in some type of agricultural production.

 
The Board consists of five members. Four of the five are elected members that are land representatives and resident tax paying citizens within the District. The fifth member is an ex-officio member appointed by the University Extension and Outreach Center and serves the Board as Secretary. Elected supervisors serve four-year terms and are elected by a majority vote of land representatives under rules formulated by the Soil and Water Districts' Commission. The Board meets monthly on the second Tuesday at the SWCD office.

The SWCD has Memoranda of Understanding with the Missouri State Soil and Water Districts Commission, the USDA Farm Services Agency, the Missouri Department of Natural Resources and the Forestry Division of Missouri Department of Conservation.

The SWCD has a Cooperative Working Agreement between the USDA Natural Resources Conservation Service and the Missouri State Soil and Water District Commission for their cooperation in the conservation of natural resources.

The SWCD has an Interagency Coordination Agreement with the U.S. Army Corps of Engineers, St. Louis District.

Policy

Changing ownership and general land use characteristics of the area have a great influence on the District’s policy. Due to diversity of land ownership and use, the Board assists any individual, resource development group, regional planning commission or municipal government. Service is provided on a first-come, first-served basis without regard to race, color, religion, disability, political belief, marital status, age, gender, or national origin. Every effort is made to provide adequate, timely assistance.

Mission

The SWCD shall strive to maintain soil and water resources within the county through progressive initiatives and implementation of resource conservation plans for the rural and urban sector. All endeavors of the District are directed toward this goal.

District Projects

The SWCD is involved in an ongoing commitment to serve the community. The past year has been filled with giving technical assistance not only to the agricultural community, but also to homeowners. The District is involved with water quality and erosion problems in subdivisions, in creating environmentally sound city ordinances for improving existing or future construction, city and subdivision workshops for the homeowner, biodiversity workshops for municipal engineers and planners, along with classroom presentations for schools.
